Fear of the Unknown

In Torah, in parsha Shemot (Exodus 6), we read how a new king arose in Egypt, a king who did not know Joseph. His fear of the Unknown led to panic, and panic lead to action, but in the end, his solution did not work. How should we deal with Fear of the Unknown?
